SFM (Surface Feet per Minute) is the speed of the cutting edge relative to the material — the cutting speed. It's set by the material and tool, and combined with tool diameter it gives the spindle RPM to program.
Carbide runs at higher SFM than HSS; too high burns the tool, too low rubs it. (Metric equivalent: surface meters per minute.)
