Feed rate is how fast the tool advances through the material, given in inches or millimeters per minute (or per tool revolution). With spindle speed, it determines chip load, surface finish and material removal rate. Too slow rubs and wears the tool; too fast overloads it.
Rapid traverse — non-cutting positioning speed — is a separate, much higher rate.
