Start with the manufacturing route
Match turning, milling, Swiss, grinding, EDM, fabrication, additive and finishing requirements to demonstrated work. Machine make and model can indicate envelope and architecture, but not programming depth, workholding, tool strategy or repeatability.
Verify the quality scope
Ask which site and activities a certificate covers, how inspection is performed, what records accompany the shipment and how nonconformance is controlled. Industry experience matters when it changes validation, traceability or customer requirements.
Find the real constraint
Spindle availability is only one constraint. Programming, fixture design, first-article inspection, material, outside processing and skilled labor can control the schedule. Ask what step sets the promised lead time.
Test with a bounded package
A representative first order can validate communication, technical interpretation, delivery and evidence without pretending that one sample proves unlimited capability. Define success, review the result and expand deliberately.
