The best RFQ is not the longest. It is the smallest complete package that lets every qualified shop price the same part, scope and evidence.

Control the technical package
Identify the governing drawing and model revision, resolve conflicts between them and specify which file controls each characteristic. Include units, general tolerances, material condition, finish, marking and any approved deviation process.
Quote the complete quantity profile
One prototype, ten first articles and 2,000 annual pieces are different commercial problems. State lot size, annual demand, release pattern, expected program life and whether nonrecurring tooling or qualification should be separated.
Define acceptance before price
Name the required inspection deliverables, sampling plan, material certificates, special-process certificates, first-article format and packaging. If a feature requires a method the supplier cannot perform internally, make the outside step visible.
Normalize every response
Compare piece price, nonrecurring cost, material assumption, lead-time definition, freight, taxes, payment terms, minimum lot, validity period and exclusions. A lower number with omitted inspection or finishing is not a lower price for the same scope.
